Traditionally a marriage ceremony has the following format.
In civil ceremonies, the content and readings (poetry and/or prose) are non-religious, unless the couple specifically requests some religious content.
Usually the latter requested when the family or some of the family of one / or both parties to the marriage are very religious. The couple thus are able to accommodate their families wishes, whilst not compromising their own integrity.

X and Y have already given to me within the time permitted by law, a notice of this intended marriage, and have signed declarations as to their firm belief that there is no legal reason why they may not marry.
Monitum From The Marriage Act:
Now we come to the part of today’s ceremony where X and Y will exchange vows.
[Legalities Option 2 here also]
Now I, Celebrant Name, a registered marriage celebrant, am duly authorised by law to solemnise this, your marriage, according to the laws of Australia.
Before you, X, and you, Y, are joined in marriage in my presence, and in the presence of these, your family and friends, I am bound as you know to remind you publicly, of the serious and binding nature of the relationship into which you are about to enter.
Definition Of Marriage:
[Note: Option A is the legal definition. Words to this effect must carry the full meaning of this.]
OPTION A. Marriage according to Australian law, is the union of a man and a woman to the exclusion of all others, entered into voluntarily for life. OPTION B. Marriage according to Australian law, is an exclusive relationship between a man and a woman, who make a voluntary and mature commitment to the other, on the understanding that this relationship is to last for life.
OPTION C. Marriage, according to Australian law, is a voluntary and full commitment of a man to a woman, and a woman to a man. It is made in the deepest sense, to the exclusion of all others. And it is entered into on the understanding that this relationship is to last for life.
